About PACE/Searches

Hi,

I'm not in the police, but i do have a question and need some clarification with regards to PACE.

As i understand this act restricts street searches to outer clothing, but a recent experience lead to a search going beyond that, namely having hands put inside trousers and underwear.

Again, as far as my understanding goes, any prohibited articles concealed in those places can only be found through strip searches.

Is this the case, or have i missed something?
