Every city or town has a Volunteer Centre
and every city town has 'Police Specials ' (is that the correct term?)
volunteer centres give information to prospective volunteers about what kind of voluntary opportunities exist in their area
but Police Forces do not want to engage with the volunteer centres to recruit new Specials
why?
any ideas?

I think what FF is saying is that the two organisations do not work together. I can see that this is the case. The Specials do there own recruiting through information evenings and local advertising. I have not seen the Specials recruiting in any other way.
Although I am not quite sure what is meant by volunteer centres???
